Health Systems Researcher — Digital Health Data & Interoperability Standards

Dr. Achilles Kiwanuka is a researcher in Makerere University Health Informatics Research Group and specialises in digital health transformation and capacity building. He has over 16 years of experience in strengthening national and institutional health systems through implementation and consulting across sub-Saharan Africa. He has worked on projects and with national institutions such as the USAID Mission Strategic Support Programme and UNICEF Uganda. He has led significant health systems projects, like the DRC digital health landscape assessment for USAID and health information system evaluations for UNICEF and the Uganda Ministry of Health. He oversees strategic and spearheads transformative digital initiatives. Supported by an extensive publication record and his interdisciplinary expertise, he consistently delivers technical and scalable solutions to complex system challenges, integrating policy, governance, and data-driven strategic insight.

Achilles is the Health Systems Research Assistant in charge of Digital Health Data and Interoperability Standards and Medical Terminologies, ensuring standardised AMR data capture, coding, and interoperability across One Health sectors by implementing medical terminologies and data exchange standards that support national and global AMR reporting requirements.
